Scope of Work:
The FRCS (Facilities Related Control Systems) Network Engineer is responsible for managing and oversee government-owned control systems, including networked, isolated, and standalone systems. This role demands expertise in building control systems and control technologies and involves working closely with government entities and contractors to ensure that all systems are optimized, secure, and fully operational. The ideal candidate must be certified and highly knowledgeable in various control systems and technologies, with hands-on experience in cybersecurity, networking, and control system integration.
Responsibilities:
- Manage and maintain government-owned control systems including Building Control Systems (BCS), Direct Digital Controls (DDC), Energy Management and Control Systems (EMCS), Utility Control Systems (UCS), Advanced Metering Infrastructure, Plant Controls, Supervisory Control and Data Acquisition (SCADA), and new/emergent technologies with monitoring and control capabilities. Continuously monitor and operate FRCS, OT, and IT systems to ensure proper functionality and compliance with design standards.
- Provide expertise in the design, integration, and maintenance of FRCS components, ensuring compliance
- Implement security best practices in networked, isolated, and standalone systems.
- Ensure all personnel operating, maintaining, or installing systems such as Johnson Controls Incorporated METASYS Building Automation Systems are trained and certified by the manufacturer.
- Maintain compliance with DoD Information Assurance Vulnerability Management (IAVM) programs and relevant cybersecurity standards.
- Analyze logs, network data (NetFlow, FPC), and other attack artifacts in support of security incident investigations.
- Conduct vulnerability assessments and implement remediation strategies.
- Develop and deploy custom detection signatures (YARA, Snort, Suricata, HIPS) to defend against cyber threats.
- Perform network forensics, host-based forensics, and employ anti-virus solutions and intrusion detection/prevention systems (ID/PS).
- Oversee the installation, configuration, and operation of control system networks.
- Collaborate with vendors and third-party contractors to ensure proper system integration and certification.
- Monitor and manage security information and event management (SIEM) platforms such as McAfee Enterprise Security Manager, ArcSight, QRadar, Splunk, and others.
- Perform troubleshooting and repairs to the component level for control systems and applications; respond within one hour and complete repairs within 24 hours.
- Deploy system configuration management, ensuring software and hardware updates are implemented according to Government Configuration Management guidance.
- Identify and document system deviations; provide daily reports on systems in override/bypass/manual mode, ensuring all necessary repairs and adjustments are tracked.
- Ensure all system adjustments comply with Government Cybersecurity Configuration Management Guidance; support cybersecurity activities to maintain system network accreditation.
- Assist with facilities engineering services, including system maintenance, updates, and compliance with technical documents and industry standards.
- Assist with software/hardware configuration changes to FRCS, OT, and IT systems (i.e., BCS, UCS, SCADA, EMCS, DDC, etc.), including software maintenance that is acquired as part of a system or system upgrade where practicable.
- Perform all assigned duties in accordance with established policies, procedures, and directives.
- Complete all training within the required timeline.
- Perform all work in a safe and secure manner.
- Performs other duties as assigned.
Minimum Requirements:
- Certifications required
- ISA Certified Control Systems Technician (CCST).
- OEM certified for control system manufacturers.
- DoD-8570 IAT Level 2 baseline certification (Security+ CE or equivalent).
- Advanced cybersecurity certifications such as SANS GIAC/GCIA/GCIH, CISSP, or CASP and/or SIEM-specific certifications.
- Bachelor’s degree in Computer Science, Information Systems, or related field (or equivalent work experience).
- 4+ years of relevant experience in network engineering, cybersecurity, or control systems integration.
- In-depth knowledge of networking, including TCP/IP, common networking ports/protocols, traffic flow, system administration, and defense-in-depth security concepts.
- Experience with mobile OS (Android, iOS, Windows), VMware, Unix, and basic Unix commands.
- Proficient in security technologies such as Anti-Virus, HIPS, ID/PS, Full Packet Capture, Host-Based Forensics, and Network Forensics.
- Hands-on experience with various control systems such as BCS, DDC, EMCS, UCS, and SCADA.
- Familiarity with Advanced Metering Infrastructure and Plant Controls.
- Knowledge of YARA, Snort, Suricata for signature development.
- Familiarity with RSA Security, ArcSight, LogLogic, and Splunk.
- Experience working in a government or highly regulated environment.
- Proficient in FRCS, OT and IT systems, basic understanding of security procedures.
- Must possess the ability to work in a high-volume office area and interface in a positive manner with co-workers and the customer.
- Must possess the ability to work in a team or alone and be able to change jobs on short notice.
- Knowledge of office automation software (MS Windows, MS Office, including PowerPoint, Word, Access, and Excel) required.
- Displays courtesy and skill in dealing with internal and external customers, coworkers, and management.
- Ability to work independently.
- Ability to speak, read, and write English.
- Must possess the ability to interact well with others in a team setting ability or alone and be able to change jobs on short notice.
- Must be capable of working under tight time constraints in a high-volume environment with multiple priorities.
- Highly motivated, flexible organized and must be detail oriented.
- Strong customer service and interpersonal skills.
- Must be able to maintain ability to access government worksite.
- Must have practical knowledge of worksite safety, occupational hazards, and standard safety practices.
- Duties will require frequent periods of sitting, standing, kneeling, walking, crouching, crawling, reaching, and balancing. Physically fit to bend, stoop, and lift in awkward positions and able to lift up to 20lbs.
- Must be able to work alternate and extended shift schedules when necessary to meet the customer’s mission requirements, including weekends and holidays.
- Must have and maintain a valid state driver’s license to operate a company vehicle.
- Must have a safe driving record, as defined by Company policy, to operate a company vehicle.
- Must be able to successfully complete a drug/alcohol test and a criminal record check.
