Scope of Work:

The Water Program Manager will manage all compliance aspects of stormwater and wastewater program requirements associated with USAFA and Geographically Separated Units (GSUs). Act as the focal point for supervising and preserving installation compliance status utilizing the most current versions of applicable Department of Defense (DoD), Air Force Instructions (AFIs), Federal, State, and local Regulations, and all permit authorizations issued by Environmental Protection Agency (EPA), Colorado Department of Public Health and Environment (CDPHE), and El Paso County. The Water Program Manager will update environmental plans, verify plan changes as per new regulations, prepare permit applications, create compliance plans and other written submittals to the client and other governmental agencies in accordance with the Performance Work Statement (PWS).

Serve as the technical resource on water quality compliance assurance and permitting programs, including regulatory analyses of facility operations, and support all aspects of water quality to maintain the Environmental Management System module and database input. The Water Program Manager retains advanced knowledge of the Clean Water Act, CDPHE water quality regulations, Air Force Instruction (AFI) 32-7002 and other applicable regulations affecting water sources at USAFA.

Responsibilities:

  • Ensures all applicable plans and permits are current and up to date with Federal, State and local regulatory requirements. Additionally, will review AFI’s and other DoD requirements for specific plans, equipment and circumstances for compliance evaluations.
  • Provides leadership and direction to the 10th Civil Engineering Squadron (CES) and KIRA management staff on water related environmental compliance and permitting issues affecting USAFA operations.
  • The primary role of this position is to provide environmental technical leadership for water quality compliance including preparation, reporting and recordkeeping actions for the Wastewater Treatment Plant (WWTP) National Pollutant Discharge Elimination System (NPDES) permit, Discharge Monitoring Reports, maintaining the EPA Central Data Exchange (CDX) web site, biosolid reports, and all aspects of stormwater compliance, NPDES, and Construction General Permit (CGP) regulatory compliance actions.
  • Works daily with environmental specialists to facilitate support and reinforce an environmental leadership approach to water quality and data tracking that includes training, coaching and compliance actions to maintain and protect water quality throughout USAFA.
  • Maintain, update, and sustain water quality compliance data in the Water Enterprise Tracking (WET) module of the Air Program Information Management System (APIMS) and additionally in other applicable government designated repositories such as eDASH, CE Water Dashboard and T-EMP.
  • Responsible for updating the USAFA Stormwater Management Plan (SWMP), reviewing all contractor generated Stormwater Pollution Prevention Plans (SWPPP) for compliance, plan correction, modifications, and recordkeeping.
  • Supervise all compliance actions, metric tracking and reporting associated with the Colorado Discharge Permit System for USAFA.
  • Coordinate support and assist government environmental personnel in managing all aspects of Federal, State, local and AFI requirements pertaining to the Safe Drinking Water Act (SDWA) for USAFA and associated GSU Public Water Systems for drinking water treatment systems, water tank inspections, reporting and recordkeeping.
  • Review and lead investigations of environmental incidents related to NPDES permits or other water non-compliance actions to implement and develop tactical approaches for managing specific compliance projects and/or current issues affecting USAFA operations. Coordinates responses, reports, and negotiations with federal, state, and local environmental agencies.
  • Develops and presents environmental compliance training and provides direction to employees according to USAFA water permits, Federal and State regulations, AFI’s and 10 CES management guidance.
  • Serve as point of contact for all EPA agency MS4 and CGP water related inspections and other Air Force inspection/audit programs. Performs other duties as assigned consistent with the position’s requisite technical skills, program requirements, and KIRA administrative requirements.
  • Supervise surface water and WWTP water sample collection, lab analyses, interpretation/evaluation of laboratory results, notifications, regulatory guidance, reporting and metric tracking.
  • Provides timely and high-quality deliverables to clients. Deliverables for each specific medium are identified in the PWS.
  • Must be willing to serve as the on-call specialist for Spill Response on a regular rotation with other Environmental personnel.
  • Maintains regulatory required certifications necessary for successful performance in their respective areas of expertise.
  • Adhere to company policies, procedures, and safety regulations.
  • Performs other duties as assigned.

Requirements:

  • Experience in successfully interacting with federal, state, and local agency officials related to environmental permitting authorizations. Liaise and interact with Federal and State Agency representatives during stormwater and wastewater permit inspections and participating with government audits.
  • Must be a qualified Stormwater Inspector such as a Transportation Erosion Control Supervisor, Certified Inspector of Sediment and Erosion Control (CISEC), Certified Environmental Stormwater Compliance Professional (CESCP) or other equivalent inspector certification.
  • The Environmental Water Program Manager shall have at least 5-years’ experience in environmental compliance programs specializing in water quality, permit applications, compliance, regulatory analysis for specific sources and will supervise one Environmental Specialist.
  • Must have experience with managing/handling/storage of hazardous waste, spill response and cleanup activities. Must have current 40-hour Hazwoper training.
  • Must have experience with collecting environmental samples, identifying proper laboratory analyses, interpretation/evaluation of laboratory results and managing corrective actions to achieve regulatory compliance.
  • Experience in either DoD, Government Service or Contract Support is desirable.
  • Applicable certifications and knowledge of federal, state, and local environmental laws and regulations in their respective medium is highly desirable.
  • Knowledge of office automation software (MS Windows, MS Office, including PowerPoint, Word, Access, and Excel) required.
  • Must be able to successfully complete a National Agency Check with Inquiries (Tier 1) background check.
  • Must be able to successfully complete a drug/alcohol test and a criminal record check.
  • For positions requiring use of a Company and/or Customer vehicle, must have a safe driving record, as defined by Company policy. Must have the ability to safely operate a company vehicle and possess a valid Colorado state driver’s license.
  • Must possess and maintain a valid state driver’s license and a safe driving record, in accordance with company policy, to operate vehicles or equipment as required for the position.

Physical Demands / Work Environment:

  • Physical requirements include (but are not limited to) the ability to lift 50 pounds, pushing, pulling, carrying, stooping, bending, squatting, and reaching for long periods of time.
  • Must be able to work on-call, alternate, and extended shift schedules when necessary to meet the mission requirements, including weekends and holidays.
  • Work may be performed indoors or outdoors in varying weather conditions. Must be able to work in confined spaces, at heights, and around various hazards with appropriate PPE.
