Scope of Work:

The IDIQ Manager oversees all aspects of an Indefinite Delivery/Indefinite Quantity (IDIQ) contract supporting unaccompanied housing (UH) operations of Joint Region Marianas (JRM) Naval Base Guam (NBG), Anderson Airforce Base, and Marine Corps Camp Blaz ensuring high quality performance, compliance, reporting, and coordination across multiple task orders, this role ensures efficient delivery of housing services and strict adherence to contract terms, performance metrics, and government regulations.

Responsibilities:

  • Lead the execution and administration of IDIQ task orders supporting UH operations, including property management, facility services, and logistics.
  • Ensure compliance with contract requirements, performance standards, and applicable federal housing policies (e.g., DoD, service branch regulations).
  • Manage budgets, schedules, staffing, and resources across multiple sites or task orders.
  • Work closely with corporate program management, contract management, finance, operations leadership, and additional shared services to align contract performance, financial reporting, and resource planning.
  • Track deliverables, prepare reports, and oversee documentation for audits, inspections, and performance reviews.
  • Coordinate with subcontractors, vendors, and internal teams to ensure service delivery and quality assurance.
  • Monitor and mitigate risks, resolve issues, and ensure timely response to government concerns or changes in requirements.
  • Support proposal development and pricing for task order modifications and new work.
  • Exercise supervisory responsibility to oversee daily operations, ensure task completion, and support overall contract performance.
  • Perform other duties as assigned.

Minimum Requirements:

  • Five (5) years of experience managing federal IDIQ or service contracts; housing or facilities management experience.
  • Bachelor’s degree in Business, Project Management, or related field required; PMP certification preferred.
  • Strong background in federal acquisition regulations (FAR/DFARS), performance-based contracting, and government reporting.
  • Proficiency in Microsoft Office Suite (Word, Excel, Outlook); experience with work order systems such as Maximo preferred.
  • Effective written and verbal communication skills.
  • Must be able to satisfactorily complete a Tier 1 Public Trust background check, if required for the position.
  • Must be able to maintain the ability to access the government worksite.
  • Must possess and maintain a valid state driver’s license and a safe driving record, in accordance with company policy, to operate vehicles or equipment as required for the position.

Physical Demands / Work Environment:

  • Primarily on-site work in a warehouse or facilities operations environment.
  • May require lifting, standing, or walking for extended periods.
  • Must be able to work on-call, alternate, and extended shift schedules when necessary to meet the mission requirements, including weekends and holidays.
