Scope of Work: 

The primary purpose of this position is to lead and oversee the on-site Safety, Health, Environmental, and Energy Management programs, ensuring full compliance with EM 385-1-1, OSHA, and Environmental Management System (EMS), federal energy mandates, and all contract-specific requirements. This role is responsible for integrating safety, sustainability, and energy initiatives into daily operations while supporting overall contract performance.

Responsibilities: 

  • Develop, implement, andmaintainthe site-specific Accident Prevention Plan (APP) and Health & Safety Program.
  • Ensure compliance with all safety, environmental, and energy regulationsin accordance withEM 385-1-1, OSHA, EMS,29 CFR 1926.16,and contract requirements.
  • Ensure all contract activities align with the goals and requirements of the Environmental Management System (EMS).
  • Support implementation of the Installation Energy Plan, including tracking energy performance andidentifyingefficiency opportunities.
  • Monitor compliance with environmental, sustainability, and energy requirements outlined in federal, installation, and contract policies.
  • Conduct routine inspections, audits, and assessments to ensure compliance across safety, environmental, and energy programs.
  • Maintain all required documentation, including safety records, inspections, training, incident reports, and environmental/energy tracking.
  • Lead safety meetings, toolbox talks, and incident investigations, and provide training or guidance on safety, environmental, and sustainability procedures.
  • Coordinate with site personnel, subcontractors, and government representatives to resolve compliance issues and support daily operations.
  • Serve as the primary point of contact with the Contracting Officer and government representatives on safety, environmental, and energy matters.
  • Ensure required Competent Persons are present and properly credentialed.
  • Exercise supervisory responsibility to oversee daily operations, ensure task completion, and support overall contract performance.
  • Perform other duties as assigned.


Minimum Requirements: 

  • Five (5) years of construction safety management experience on projects ofsimilar sizeand complexityORthree (3) years of experience with a CSP certification or a degree in safety and health.
  • Completion of a 40-hour EM 385-1-1 course, taught by a qualified instructorperASSE/SAFE Z490.1 standards.
  • Current OSHA 30-Hour Construction Safety Certification or equivalent.Must complete 24 hours of formal safety-related training every 4 years tomaintaincompetency.
  • Two (2) years of experience in environmental programssimilar tothe scope of this contract
  • Familiarity with Environmental Management Systems (EMS).
  • Knowledge of applicable environmental regulations.
  • Understanding offederal energy laws and policies, including 1) Energy and water reduction requirements 2) Renewable energy requirements.
  • Certified Energy Manager (CEM) Preferred.
  • Bachelor’s Degree in a related fieldpreferred
  • Proficiencyin Microsoft Office Suite (Word, Excel, Outlook); experience with work order systems such as Maximo preferred. 
  • Effective written and verbal communication skills. 
  • Musthold andmaintaina Tier5 (Top Secret / SCI) government security clearance, ifrequiredfor the position.
  • Must be able tomaintainthe ability to access thegovernment worksite.
  • Mustpossessand maintain a valid state driver’s license and a safe driving record,in accordance withcompany policy, tooperatevehicles or equipment asrequiredfor the position.

Physical Demands / Work Environment:

  • This position is primarily performed in an office setting; however, regular site visits and field inspections arerequired.Must be able to work outdoors in varying weather conditions and navigateactive work siteswhen necessary. This may include standing, walking, bending, or climbing for extended periods while wearing personal protective equipment (PPE).
  • Must be able to work on-call,alternate, and extended shift schedules when necessary to meet the mission requirements, including weekends and holidays.
