The pay listed above is encompassing of a total range, final compensation offered will be dependent upon several factors to include but not limited to years of experience and education within the position and industry.

Scope of Work:

THTBC is seeking a customer-oriented Project Control Analyst with Government Contracting expertise to join our team. The ideal candidate has experience with financial analysis and forecasting, budget management, cost controls, and procurement. They will be a self-starter who has considerable experience working independently as well as within a team and can work proactively and with limited supervision. This program requires a highly qualified person who can successfully build trusted relationships with both internal stakeholders and external customers. The ideal candidate will use analytical and problem-solving skills to recommend and help implement innovative process improvement solutions to improve program execution. This position requires accuracy and timeliness – attention to detail and responsiveness to support customer needs – are critical in this role.

The Project Control Analyst will support the Program Manager (PM) by monitoring and analyzing performance of the contract by establishing and improving upon cost control systems to monitor and control costs and schedules. The Project Control Analyst is the primary Point of Contact (POC) for all aspects of Project Control and is expected to keep accurate records of expenditures and timelines, identify variances to the project budget and project schedule, and demonstrate the ability to continually adjust and re-forecast. The Project Control Analyst will be expected to use financial analysis skills to assess performance and provide regular updates to the PM and should be capable of taking steps to proactively manage project cost, schedule, and performance challenges.

Responsibilities:

  • Establish and improve upon cost control systems to monitor and control costs and schedules
  • Establish and maintain financial models and reports to ensure contracts are within negotiated and agreed-upon parameters and government cost control guidelines
    1. Ensure adequate funding availability by maintaining accurate records of expenditures
    2. Develop and maintain forecasting models (Estimates at Completion (EACs)/Estimates to Completion ETCs) for Time and Material and Cost type Contract Line-Item Number (CLINs)
    3. Review General Ledger, Trend Reports, Profitability Reports, etc. to analyze and report program spend plans by CLIN and Contract Type
    4. Prepare budgets and schedules for contract work
  • Perform financial analysis
    1. Prepare sales forecasts
    2. Conduct cost, schedule, and contract performance variance analysis (budget vs. actual expenditures and planned vs. actual timelines) and identify trends and potential mitigations
    3. Monitor profitability and make recommendations to maintain or improve
    4. Develop and maintain financial Models and Basis of Estimates (BOEs) to provide pricing support for add-ons or modifications to current programs
    5. Gather inputs from PM and other key teammates to perform “what if” exercises based on potential program changes and advise how various scenarios or potential operational decisions affect contract revenue, Direct Labor, profitability, remaining funding, Subcontractor funding, and other financial and contractual aspects of the program
    6. Provide any ad hoc financial analysis as required
  • Provide analytical support and inputs for Contract Deliverables: Monthly Status Reports (MSRs) on a monthly basis and Program Management Reviews (PMRs) and Financial Manpower and Expenditure Reports (FEMRs) on a quarterly basis
    1. Prepare various reports for internal stakeholders in a cross-functional team
  • Work closely with Accounting/Finance to meet accounting close cycle deadlines
  • Demonstrated ability to identify discrepancies and work with necessary stakeholders (Accounting/Finance, Payroll, Purchasing, Subcontractors, etc.) to resolve
  • Support PM with Vendor and Subcontractor Management
    1. Monitor Subcontractor funding and expenditures and analyze Subcontractor costs and spend rates
    2. Review, validate, and approve Subcontractor invoices
  • Work and interact directly with program team members and participate in team program meetings
  • Performs other duties as assigned.

Minimum Requirements:

  • Bachelor’s Degree in related discipline with 4+ years of related experience.
  • An additional 4+ years of experience accepted in lieu of a degree
  • Must be skilled in financial analysis and have experience with forecasting, budget management, and cost controls, and procurement
  • Must have advanced Excel capabilities to include experience with formulas and functions such as lookups, pivot tables, and dynamic charts and graphs
  • Industry related experience in Finance, Accounting or Program Control
  • Highly organized with strong attention to detail and accuracy
  • Ability to manage multiple competing deadlines and prioritize workload effectively
  • Excellent verbal and written communication skills
  • Be proactive: anticipate challenges and utilize problem solving skills to identify recommended solutions
  • Be accurate: strong attention to detail and ability to maintain accurate records and reporting
  • Be responsive: provide timely information and updates to internal stakeholders and external customers
  • Be effective: successfully manage multiple priorities to include following up on outstanding issues and tracking them to resolution or escalating appropriately
  • Understanding of Accounts Receivable, Accounts Payable, and Payroll applications preferred
  • Experience with Procurement and/or Ordering procedures to include experience with Purchase Orders / Purchase Requisitions preferred
  • Experience to include pricing, proposals, and EAC management preferred
  • Understanding of Project life cycle and Project Management techniques (including Agile) preferred
  • Experience documenting, reporting, and maintaining the project Integrated Master Schedule (IMS) and be able to recommend necessary actions to improve project progress preferred
  • Must maintain licenses and/or credentials required for this position.
  • Ability to speak, read, and write English.
  • Must possess the ability to interact well with others in a team setting ability or alone and be able to change jobs on short notice.
  • Must be capable of working under tight time constraints in a high-volume environment with multiple priorities.
  • Highly motivated, flexible organized and must be detail oriented.
  • Strong customer service and interpersonal skills.
  • Must be able to maintain ability to access government worksite.
  • Must be able to work alternate and extended shift schedules when necessary to meet the customer’s mission requirements, including weekends and holidays.
  • Must be able to perform on-call duties when necessary and report to work within the required timeframe from notification. 
  • Must have and maintain a valid state driver’s license to operate a company vehicle.
  • Must be able to successfully complete a drug/alcohol test and a criminal record check.
