$120,000.00 – $130,000.00/yr DOE

The pay listed above is encompassing of a total range, final compensation offered will be dependent upon several factors to include but not limited to years of experience and education within the position and industry.

Scope of Work:

The primary purpose of this position is to lead the Ft Belvoir Humphreys Engineer Center contract through overall life-cycle management.

Responsibilities:

  • Responsibilities include direct oversight of operations and maintenance, business management, and quality/safety functions.
  • Incumbent is to perform tasks such as but not limited to:
    1. Provides cradle to grave oversight, direction, and management of the contract.
    2. Develops program assessment protocols for evaluation and improvement.
    3. Oversees all financial activities including managing project profitability and loss control to ensure maximum productivity.
    4. Works closely with collective bargaining leadership and members to include negotiation of collective bargaining agreement (CBA) with unionized workforce.
    5. Provides oversight of contract modification and negotiation.
    6. Works closely with supervisors and lead technical personnel to properly understand customer requirements and successfully initiate/complete projects.
    7. Exercises supervisory personnel management responsibilities in achieving and supporting the contract.
    8. Sets goals for performance and deadlines in ways that comply with company and customers plans, mission, and vision.
    9. Ensures contract performance adhering to company and government processes, regulations, and statutes promoting quality control, innovation, and safety adherence.
    10. Conducts program status reviews, internal staff meetings, business development, customer interface, and other business functions.
  • Complete all training within required timeline.
  • Consistently produces quality products and service.
  • Perform all work in a safe and secure manner.
  • Perform all assigned duties in accordance with established policies, procedures, and directives.
  • Performs other duties as assigned.

Minimum Requirements:

  • TOP SECRET/SCI security clearance, preferred.
  • Ability to obtain an interim secret clearance.
  • Ability to obtain and maintain a TOP SECRET/SCI security clearance.
  • Minimum of five (5) years or more experience as a construction superintendent or project manager for commercial, institutional, or industrial construction projects.
  • High School Diploma or Equivalent required. Bachelor’s Degree preferred.
  • Working knowledge of applicable federal, state, and local laws, regulations and guidance.
  • Working knowledge of office automation software (MS Windows, MS Office, including PowerPoint, Word, Access, and Excel) required.
  • The ability to multitask, manage competing priorities, and resolve issues are critical to the success of this position.
  • Effective verbal and written communication (English) and must be able to read and understand the signs, signals, and operating instructions.
  • Strong customer service and interpersonal skills.
  • Possess strong computer skills to complete data entry into work management system (e.g., Maximo)
  • Must have practical knowledge of worksite safety, occupational hazards and standard safety practices.
  • Must be able to perform on-call duties when scheduled and report to work within one hour of notification.
  • Must be able to work alternate shift schedules when necessary to meet the mission requirements of the customer, to include weekends and holidays.
  • Must have and maintain a valid state driver’s license.
  • Must be able to successfully complete a drug/alcohol test and a criminal record check.
  • Must have a safe driving record, as defined by Company policy, to operate a company vehicle.
